Regulations for the Operation of Type II Telecommunication Services

  1. These regulations are established in accordance with Article 27, Paragraph 2 of the Telecommunications Act and the "Regulations for the Management of Type II Telecommunication Businesses."
  2. Acer eDC operates within the scope of general business for Type II telecommunication services. It utilizes dedicated lines from Type I telecommunication operators and Ethernet networks to access the Internet, providing general services for Type II telecommunication to customers.
  3. In the operation of this business, apart from regulations specified in the Telecommunications Act and other relevant laws, compliance with the provisions of these regulations is mandatory.
  4. The services provided by this business are exclusively for general services related to Type II telecommunication. Without the approval of the telecommunications regulatory authority, they may not be used for any other purposes.
  5. Acer eDC offers the following services: Internet access services and bandwidth resale services.
  6. Documents to be Submitted by Users during Lease:
    (1) For citizens of this country, proof of identity, along with a second supporting document (such as a health insurance card, driver's license, etc.), must be submitted. Foreign nationals should provide a passport and a second supporting document verifying their identity.
    (2) For corporations, non-corporate groups, and businesses, the submission should include company or business registration documents, as well as the identity card or a second supporting document (such as a health insurance card, driver's license, etc.) of the authorized representative.
    (3) Government agencies, schools, and public enterprises should follow relevant regulations or provide formal documents as necessary.
  7. When the applicant appoints an agent to handle the application procedures, the agent must submit, in addition to the documents mentioned in the preceding section, proof of identity, a second supporting document (such as a health insurance card, driver's license, etc.), and a written authorization document.
  8. The service fee standards are outlined in the attached document.
  9. In the event of a service fee adjustment. The adjustment will be reported to the competent authority for reference. Simultaneously, the adjustment will be announced on the company's website. If users refuse to accept the new rates, the company reserves the right, as per the contract provisions, to notify and terminate the agreement at any time.
  10. Acer eDC has a duty to keep confidential the user-related information obtained in its business. Except when the party requests to inspect its own data or in the following circumstances, complying with the Personal Data Protection Act and other relevant laws and regulations, and officially stating the reasons and legal basis for the inquiry, acer eDC shall not disclose it to third parties.
    (1) Judicial, supervisory, or law enforcement agencies requiring it for crime investigation or evidence gathering.
    (2) Other government agencies requiring it for the execution of public authority and having legitimate reasons.
    (3) Agencies (entities) related to life safety requiring it for emergency assistance.
    In urgent situations in the above cases, inquiries may be made first, followed by formal documentation.
  11. If the competent authority revokes the license, the company should immediately notify the user, suspend or terminate all or part of the business operations. Acer eDC should announce and notify users one month before the scheduled suspension or termination date and report to the competent authority for inspection. Users should handle refund procedures for interest-free overpayments or outstanding fees within one month after receiving the notice.
  12. Handling of Damage Due to Telecommunication Equipment Faults, Obstruction, Resulting in Errors, Delays, Interruptions, or Non-Delivery.
    (1) Acer eDC should maintain the normal operation of business system equipment and promptly repair obstacles. However, users who own their equipment should handle repairs themselves.
    (2) If a circuit obstacle is repaired by acer eDC, and it is found to be due to the user's equipment malfunction, acer eDC may charge a fee.
    (3) In the event of service interruption due to force majeure such as typhoons, earthquakes, tsunamis, floods, wars, etc., acer eDC is not responsible for aftermath and compensation.
    (4) If losses occur due to poor transmission quality of the telecommunication company's lines, Acer eDC will assist users in contacting relevant units for repairs, but Acer eDC is not responsible for line maintenance and user losses.
    (5) Customers renting Acer eDC's services, in the event of system equipment faults, obstruction, errors, delays, interruptions, or non-delivery, Acer eDC is responsible for restoring system operation, and customers do not need to pay any maintenance fees. For continuous communication interruptions lasting more than twenty-four hours, deduct one-thirtieth of the monthly rent for each twenty-four hours, with a limit of thirty percent of the monthly rent. For interruptions less than twenty-four hours, no deduction is made. The time of communication interruption is based on the user's perception or receiving notification from Acer eDC.
  13. Handling of Violations, Disturbances, and Legal Non-Compliance. If users violate the business regulations, disturb public order, good customs, or violate legal provisions regarding telecommunication content, Acer may, after receiving written notice from the competent authority, suspend or stop their communication services. However, during the period of suspension or interruption of communication, monthly fees must still be paid. 
  14. Handling of User Complaints and Other Items Related to User Rights:
    (1) Users should inform Acer by phone, fax, or email when changing contact addresses and phone numbers to maintain their future user rights.

    (2) Acer eDC will respond orally or in writing to user complaints within two weeks.
    (3) Acer eDC reserves the right to accept or reject the application for internet service from customers with bad credit records.
    (4) Users may not unlawfully use any resources available through the business without formal opening or authorization by the owner.
    (5) Fees for renting Acer eDC's service should be paid in full within the payment deadline notified by Acer eDC. If overdue and not paid even after Acer eDC's repeated reminders, Acer eDC may terminate the contract, and the user is still obliged to pay the accumulated fees. In case of objections to various fees and filing complaints, before determining responsibility, Acer  eDC should temporarily suspend billing.
  15. Matters not specified in these regulations shall be governed by the provisions of the Telecommunications Act, relevant laws and regulations, and the International Telecommunication Convention.
